Is this damp something you can see, or something inside the walls?

The only solution to damp is to clean it (test for mold) and put in proper ventilation.

You shouldn't have this problem unless it's in a humid area, such as a bathroom that has steam from appliances, or unless there is a leaky pipe.

For a short term solution bleach the area and use paint which has an antimold/fungus property to it. In the medium term ventilation either by installing ventilation panels in your walls or by using dehumidifiers and long term it really needs a damp proof membrane put in.

Control the damp as soon as possible. Long term solutions are expensive but they are the best - since damp can be very detrimental to any house.
Consider it a once off expense - hopefully !!
